Market Access Enablement connects suppliers and products with markets they do not serve directly, or serve only to a limited extent, because the necessary payment, logistics, customs, fulfillment, compliance, or customer-service infrastructure is absent.

PRISM may provide access to that infrastructure without requiring the supplier to build the entire local operating structure independently. The actual terms of cooperation depend on the relationship with the particular supplier.

PRISM Commerce is market-access infrastructure and must not be positioned as a mechanism for circumventing seller, geographic, regulatory, contractual or commercial restrictions. If delivery of a product is prohibited by law, contract, or another mandatory restriction, PRISM is not a means of bypassing that restriction.

Russian normative equivalent: инфраструктурное обеспечение доступа к неохваченным рынкам (DEC-016). Glossary: Market Access Enablement.
